The Hospital Readmission Reduction Program was designed to penalize hospitals that had high readmission rates within 30 days of release and those that did not achieve the national benchmark for patient satisfaction. The HRRP is a regulation established by the Centers for Medicare and Medicaid Services (CMS).  The CMS is in control of the HRRP. The Centers for Medicare and Medicaid Services (CMS) is a federal organization overseeing the Medicare and Medicaid programs. Acute care hospitals that participate in the Medicare program are subject to the HRRP. CMS requires these institutions to report their readmission rates for specified conditions. CMS then utilizes this information to calculate each hospital’s readmission rate. Penalties are imposed on hospitals with higher readmission rates than the national norm. Over 2,000 hospitals have been fined a total of $528 million due to this. The regulation has significantly impacted hospitals’ perceptions of their role in patient care. Many hospitals now have post-hospitalization support services for patients who have recently been discharged from their facilities, including social workers and outreach teams that ensure that these patients receive all of the care they require before returning home.
